PIL League Rules & Legal Framework

PACIFIC INTERCLUB LEAGUE — FULL PARTICIPATION AGREEMENT

(Full Participation Agreement — Governs All Players, Clubs, Staff, and Participants)
No Signature Required — Acceptance Occurs Through Club or Player Agreements
 
1. Overview
These Master Terms & Conditions (“Terms”) govern participation in the Pacific Interclub League (“PIL,” “the League,” “we,” “our,” or “us”).
These Terms apply to:

  • All players

  • All team captains

  • All participating clubs

  • All club staff

  • All substitute players

  • All volunteers

  • Anyone participating in or attending any PIL-sanctioned match, playoff, program, communication, or event


Participation in PIL constitutes acceptance of these Terms.
These Terms are incorporated by reference into both:

  1. The PIL Player Digital Agreement, and

  2. The PIL Club Participation Agreement.


If a conflict exists between documents, these Terms control.
 
2. Authority of PIL
PIL is the governing competition body for league formats, scheduling, standings, playoffs, player eligibility, ratings, competition rules, and sporting conduct.
By participating, all players and clubs agree that:

  • PIL has sole and final authority over match results

  • PIL may modify rules at any time

  • PIL may enforce discipline

  • PIL may adjust schedules as needed

  • PIL may determine playoff seeding and eligibility

  • PIL decisions are final and binding

 
PLAYER & TEAM PROVISIONS
 
3. Player Eligibility & Responsibilities
Players agree to:

  • Follow all PIL rules and match procedures

  • Follow the safety rules, policies, waivers, and terms of each host club

  • Follow captain instructions and league communications

  • Show up on time, with proper equipment

  • Not engage in unsafe, abusive, or harassing behavior

  • Not attempt to manipulate ratings, standings, or match results

  • Not use PIL participation for commercial purposes without written approval


PIL may suspend or remove players for violations without refund.
 
4. Player Assumption of Risk, Release & Waiver
All players acknowledge:

  • Pickleball carries inherent risks (serious injury, disability, death, property damage)

  • Injuries may result from conditions or negligence of host clubs

  • PIL is not the operator of any facility

  • Players voluntarily assume all risks associated with participation


Players release PIL from all claims related to:

  • On-court injury

  • Facility conditions

  • Lighting, flooring, nets, or court setup

  • Player-to-player contact

  • Actions, omissions, or negligence of clubs or other players

  • Emergency response


Players must indemnify PIL against third-party claims arising from their actions or negligence.
Players also consent to necessary medical care and acknowledge responsibility for all related expenses.
 
5. Player Conduct & Discipline
PIL may discipline, suspend, or remove any participant who:

  • Uses abusive, threatening, or discriminatory language

  • Engages in unsportsmanlike behavior

  • Harasses opponents, officials, captains, or staff

  • Damages a facility or equipment

  • Interferes with match operations

  • Violates club policies

  • Participates under false or misleading identity

  • Refuses to follow captain or administrator direction


PIL decisions regarding discipline are final.
 
6. Media Release & Use of Name, Image, and Likeness
By participating, players grant PIL:

  • An irrevocable, worldwide, perpetual license

  • To use their name, image, likeness, voice, and biographical data

  • For marketing, standings, broadcasts, statistics, and social media

  • Without compensation

  • Without approval rights

  • In any format or medium, now known or later developed


This includes photos or footage taken by PIL or by host clubs.
Players waive all claims related to privacy, publicity, defamation, or intellectual property arising from media use.
 
CLUB PROVISIONS
 
7. Club Eligibility & Responsibilities
To participate in PIL, clubs must:

  • Provide court time for home matches as scheduled

  • Maintain a safe facility consistent with industry standards

  • Carry active general liability insurance

  • Ensure floors, lighting, nets, and court spacing are safe for competitive play

  • Serve as the “operator of record” for all safety obligations

  • Provide a designated club administrator

  • Enforce all club rules with PIL players

  • Supervise minors per Oregon state law

  • Report injuries or incidents to PIL immediately


Clubs retain full responsibility for their facility, employees, and environment.
 
8. Safe Facility Requirements
Participating clubs must maintain:

  • Safe playing surfaces free from hazards

  • Functional nets, posts, courts, and dividers

  • Adequate lighting

  • Emergency exits and emergency plans

  • ADA accessibility

  • Compliance with fire, health, and building codes


PIL is not responsible for verifying conditions; the obligation lies solely with the host club.
 
9. Insurance Requirements
Clubs must maintain:

  • Commercial general liability insurance

  • Minimum coverage appropriate for sports facilities (typically $1M per occurrence / $2M aggregate)

  • Insurance covering injuries on premises

  • Insurance covering club employees and volunteers


Clubs agree to name PIL as an additional insured if requested.
 
10. Indemnification by Clubs
Clubs must indemnify PIL against all claims arising from:

  • Facility conditions

  • Equipment or court defects

  • Club employee actions or omissions

  • Failure to maintain a safe environment

  • Inadequate supervision of minors

  • Violations of law or regulation

  • Breach of the Club Participation Agreement


This indemnity is broad and survives termination.
 
OPERATIONAL & FINANCIAL PROVISIONS
 
11. Scheduling & Match Operations
PIL controls:

  • Match pairings

  • Season length

  • Home/away rotation

  • Start times

  • Playoff formats

  • Rescheduling procedures


Clubs must:

  • Honor assigned home dates

  • Provide courts at agreed times

  • Ensure staff are present

  • Report scores within 24 hours


PIL may adjust schedules at its discretion.
 
12. Team Fee Remittance

  • Clubs collect team fees from their players

  • Clubs remit the PIL portion on the timeline specified

  • Failure to remit may result in club suspension from PIL

  • PIL may require ACH, invoice, or electronic transfer


Team fees are non-refundable except as required by PIL.
 
13. Player Data Sharing
Players and clubs authorize PIL to collect and share:

  • Names

  • Emails

  • Phone numbers

  • Ratings and statistics

  • Match results

  • Rosters

  • Emergency contact information

  • Footage and photos


Data is shared exclusively for:

  • Scheduling

  • Communication

  • League operations

  • Marketing (non-sold, but may be used for PIL or PIL partner promotions)


PIL does not sell personal data to third parties.
 
14. Logo and Trademark License
Clubs grant PIL a non-exclusive, royalty-free license to use:

  • Club name

  • Club logo

  • Team photos

  • Club branding

  • Images taken inside their facility

PIL may use these assets for marketing, standings, schedules, and press coverage.
 
LEAGUE-WIDE PROVISIONS
 
15. Refunds and Cancellations
PIL does not guarantee:

  • A minimum number of matches

  • Perfect schedules

  • Rescheduling

  • Availability of courts

  • Club participation for the full season

Refunds may be offered only at PIL’s sole discretion.
 
16. Modifications to Rules or Terms
PIL may modify:

  • Rules

  • Formats

  • Fees

  • Schedules

  • Policies

  • These Terms


Changes take effect immediately upon posting.
Continued participation equals acceptance.
 
17. Dispute Resolution
All disputes arising out of PIL participation must follow this process:

  1. Internal review

  2. Mediation (non-binding)

  3. Final and binding arbitration

    • Location: Oregon

    • No class actions

    • Each party pays its own attorney fees

 
18. Governing Law
These Terms are governed by Oregon law.
 
19. Severability
If any part of these Terms is found invalid or unenforceable, the rest remains in effect.
Invalid portions shall be interpreted to achieve their original intent to the maximum extent permissible.
 
20. Entire Agreement
These Terms constitute:

  • The exclusive governing document for PIL

  • The entire agreement between PIL and all participants


All prior understandings, statements, and representations—written or oral—are superseded.
 
21. Survival
All indemnification, media rights, data rights, and waivers survive indefinitely.
